weed membrane idea??

I'm in the process of installing artificial grass in my garden, I understand I need weed membrane,than a layer of type 1 than a layer of sharp sand, in total ive got 5 big bulk bags of type 1 and sharp sand, I was wondering if I could use the empty sand bags on top of my weed membrane as extra protection? Water seems to pass thru the bags easily enough and I could lay my weed membrane than cut the bags flat on top than my type 1, does this seem like a silly idea?

Sorry, I got stuck on the idea of putting artificial grass in your "garden." (Hard to think of it as a garden if there's nothing living there). I take it you are in the UK? (In the US we would not call it membrane). The parts of UK I have seen most people don't have really large yards. Why ever would you put artificial grass down?
