landscape redesign issue with concrete ...

OK .. redesigning this landscape, bought the house in 2002 ...

found this when ripping everything out:

it's an access for a bladder tank for an old well, not in service anymore.
Now, the foundation / concrete goes the picture window edges to about 2' past the hole.
I wanted to plant a row of boxwood hedges or something across the front, something simple. Now I can't do that with the concrete there. Can I add soil over the concrete to give the hedges room to grow? Is this possible? Or should I do what was done previously, fill it, and use potted plants there?[/img]
