New to forum, new to gardening and renting!

Hi all,
Decided I would jump straight in and make a thread. I have been looking for somewhere to try and get some much needed gardening help and came to the conclussion this was the place! I live in Canberra, Australia, I love gardening, nature and getting outdoors (among other things) but I have never really had the opportunity to care for a garden of my own. Now I am renting and finding that it is a very rough mould I have been given to work with.
My major dilemmas seem to be a large-ish and rather poorly designed front and rear garden that are not at all suited to the conditions. Of course because I am renting I have to be reasonably conservative with what I do, while somehow maintaining some aspect of neat and tidy, and I am not prepared to commit excessive amounts of time or money to the task.
Both front and back gardens are broken up between what are supposed to be lawn areas (now weed areas) and very expansive garden beds. The garden beds used to be full of trees, but are now largly bare after those trees were cut down. To make matters even more difficult the garden beds don't appear to have ever been worked in (probably due to their large area and previous tree covering), and are very rocky/hard-packed ground affairs. The so-called lawns are rather impractical in a region where water restrictions are in place, but they are do-able, I just would not know where to start in salvaging them.
A challenge indeed... but surely not impossible... any ideas?
