It's kind of an eyesore, wonder if there is anything creative that might be done under there.

If your looking for planting things under there I think mushrooms would be the only thing you could safely plant as they don't really need much light cos your area seems very dark.
Or if you have small kiddies or grandkids even maybe you could fence it off and make some wooden tables etc and add a hanging swing from the joists and make an adventure playground

If u need lights then u could always add outdoor halogen ones to brighten it up

Yeah very dark. Even if you could induce some shade lover to grow under there (even shade plants like hostas and ferns need SOME light), I think it would look a little strange.
I would tend to just plant something in front of it to screen it off. Either some tallish shrubs or put up lattice or trellis and then grow vines up it.
Leave a gate or something for access and it could be good storage for garden stuff.
You have what looks like a fair size area in front of it with ground cover that could be used a lot more productively if you are looking for space to plant things.

I like both the kid's playhouse/area idea and the storage shed idea.
For little kids, I could picture a half-wall or windowed wall to act as a store counter, a fast-food drive-through, or a puppet theatre. If you provide a water-proof overhead cover underneath the deck, they would even play "outside" in the rain.
As rainbowgardener described, I've also seen lattice panels used to screen this kind of space, with doors to provide access and storage.
My idea for lighting the space would be to use deck prisms.

Garden Storage sounds good to me as well cos if your like me I have loads of things stacked in a greenhouse and could use the space if they werent there.
Blocking off some part of it and growing any creeping plants would be good but they will grow up your fencing too but thats would be kinda cute if you trained them to grow there cos u could have colourfull flowers and no mess from watering them as it would be down below
