Using sleepers as a retaining wall

Hi all,

I am a novice but got a flash of inspiration and desgned my garden before knowing how to do it. I intend to use softwood Baltic Pine ACQ treated sleepers which I can stain as a retaining wall for my lawn. My question is, do I need to lay the sleepers in concrete and then lock them together using Timberlock or dowels? Or can I just lock them together using timberlock or dowels alone?

Any help appreciated

You best treat that softwood real good or it will crumble in a few years. You can use dowles or spikes. No concrete.
