Clay soil

I have problem with a small area that is surrounded by cement. The soil space is around 4-5 feet. It is in a shape of hexogon. There is a lot of plants growing in there. A lot of fern since it is very shady there. The owner of the garden wants to put fern palm in. When we dig the hole and put water in, the water did not go down quickly. It was not moving much and it took over an hour to go down. I know that in my area there is a lot of clay soil and cement surrounding the space is not helping. What would you suggest I do?

It is probably not all the soil's fault, the cement isn't helping. Unless you can get the area to drain better, you will either have to raise the bed, put in drain tile or plant what will grow in very wet conditions.

OK, there you go. The space will grow plants. Just plant and enjoy!
