I Can't Identify This Flower- Help!

It was found in an allotment in Birmingham over the weekend. It sort of looks like a thistle but has a curved tip of the stem with small, purple flowers on it.
Can anyone recognise it?

Looks like Echium vulgare - Viper's Bugloss

the way the flowers come off a whorl like that makes me think of comfrey - though I'm not convinced that's what it is.

It's always more helpful if you can show us the leaves as well, even if picked.

The flowers are similar to the vipers bugloss, but I'm not sure because it seems those are usually more in spikes:

(but this seems to be a UK flower and I'm not familiar with it, so maybe)

and sorry, but nothing like the little bells of comfrey flowers:

but I don't know what it is.... if you can find a leaf belonging with those flowers, it would help
