I planted broccoli, cabbage, and lettuce in mid August for my fall garden. I had also been trying a second round of pole beans since the end o July. In each case, something keeps coming along and snipping off the new leaves right at the stem.
I have a good fence around the garden and no signs of anything undermining it. The only things I have seen in the graden are birds and squirrels.
Anyone have any thoughts on what could be doing this? I have tried spraying the beans with the anti-deer spray and I thought is was helping for a bit but still getting hit.

Probably voles or field mice, or some other nighttime critter.
If you want to try for an ID, you can use a sifter to spread a thin, even layer of white flour on the ground around your plants. The visitor will leave footprints in the flour. The footprints aren't always easy to see, and you might need a book to help you identify what animals made them, but it's kinda fun.
