Very tiny leaves in Tulsi (Holy Basil) plant

Hi, I am growing Tulsi plant. the plant is reaching about 2 Feets. but the leaves are very very small. less than a half inch.

I have seen others growing Tulsi, and noticed that the normal leaf size is 1.5-2.5 inches.

What can be done to make this plant grow properly?
