It is possible from your pic's that it is a combination of several things. I really don't think it is VW
Where do you live? is it really hot and humid?
From the pic it looks like it might me a lack of certain micro nutrients like manganese.
You say that you water them every day for 30 minutes, try watering them only once a day for a longer period of time (say one hour) You need to let the roots follow the water. If you water shallow then the roots will stay just in that area. It looks like you (from your pic's) have them on raised beds and they might be getting too dried out between watering. I would hold off on the chemical fertilizers and try to add some micro nutrients. If you want to know where I get them let me know and I will send you the link I don't sell them.
You say that you use soaker hoses that are buried......You might look and see if you hose is plugged up with silt. They are designed to stay above ground. That get to plugged up if under the soil.
Question on your manure that you used.....Where did you get it? Did you or the person that you got it from use herbicides. Some plants are more sensitive that others.
You might want to send your soil sample off to a lab to have it tested to see what you are dealing with as far as nutrients. You county extension office will know a good one in your area. I use Mid West Labs out of Nebraska. They are excellent to deal with. Have whom ever you use test for micro nutrients.
Also if you live near a county extension office they can send off a sample to a lab and give you an analysis of the leaf. They don't charge here for the service.
