Ortho Volck Oil Spray

I have two containers of Volck Oil Spray concentrate by Ortho.

One container says "Dormant Oil," and the other says "All Season."

The active ingredient seems to be the same, at the same concentration, in the container.

The Ortho site is a little confusing about use. For the (non-dormant specified) all-season spray they give a dilution rate of (let's say) 2 oz per gallon. For the dorman oil, they say 5 oz per gallon.

Is the only difference, then, that one uses the lower concentration (2 oz/gal) any time, and the higher concentration only after plants are going dormant for the winter?
