6 legs an 2 eyes are red. Lines in the wings are red. Tail is pointed. What is it.?

It looks like a cicada to me. How big?

…Ha! I didn’t think this was the year for them, but based on this article, that one could be part of the periodical cicadas … just a little confused —

Its face looks like a cicadas but cicadas wings fold down along the side of their body. This cicadas wings stick out like a very large horse fly. 6 hours later the bug is still in the same location. Red color cicadas is very strange.
