Anyone know what this is?

It's on a waxleaf privet. I don't know if it's bacteria or fungus or just what, and I definitely don't know what to do about it. Any Ideas?

Looks like a burn, could something have been spilled on it? Was it watered while in direct sun?

The concentric rings, followed by a yellowing zone is pretty classic for a fungal infection.
