Not for sure; it's definitely behind. I'm probably less than 2 hrs south of you and my tiger lilies are in full bloom.
When did you plant this? Is it in full sun?

Don't know what to say, because I'm not sure what their problem is. If they were planted last summer, they should definitely bloom this summer. Daylilies are pretty shade tolerant, but the shadier it is the slower they will be to bloom and less quantity of blooms, until you get to full shade, where they will grow, but not bloom at all.
So I guess that depends on how your parts of the day divide up. If they have two hours of direct morning sun and full shade the rest of the day, that's probably not enough and you may not get much blooms.
If they are getting four hours of afternoon sun, with some indirect or filtered light the rest of the day, they should be doing much better and there's something else going on.
