plants with shallow roots for a part shade border any tips?

Any suggestions for low growing plants with shallow roots to fill a border while I'm waiting for speciment plants to grow and establish? flowering or non doesn't matter really but if flowering I want oranges,whites or blues

Not really enough info here to be able to help you. Are you looking for annuals? What are the sun conditions? Low growing is a bit subjective to me. How low growing - to 6" or 12"?
