cutworms...ugh
So does anybody have a surefire solution. I've tried Bt, nematodes, Bug-be-gone, slug/insect baits, etc. Nothing but hand picking works. I did discover that they breed in heathers, which I have removed. They are worse than weevils. I can control weevils.

I haven't had to try this (thankfully) but here is a commonly talked about way to control them..
Place a stiff 3 inch cardboard collar around the stems; allow it to extend about 1 inch into the soil and protrude 2 inches above the soil; clear the stem by about 1/2 inch.
I'm sure you could use many different types of things; magazine inserts, dixie cups with the bottom taken out, card stock.
