please help with little white things on my leaves

Hi. I have a citronella plant which has suddenly developed these tiny white worm- like things that don't move. I have searched the internet and cannot seem to identify them. They are on the top of the leaves and do not move so I don't think they are mealy bugs. Please help so I can save the plant!

Welcome to the Helpful Gardener forum! :)

They could be mealy bugs. Once they mature and form the protective cottony shields around themselves, they don't move much. They're rather like scale insects in that regard. OTOH, perhaps your plant just has powdery mildew.
