What is this grass (or plant)?

Anyone have any idea what kind of grass or plant this is? I have been looking for them for a year at the garden stores and haven't seen them. Yet all my neighbors have them. They seem to tolerate heat and look great. So they would be perfect for the west part of my landscaping where it gets the hottest.

They haven't bloomed so I don't think they are Irises. They are about a quarter inch for each strand.
