probably, but hard to tell from just a picture of what I assume is a section of root.
What kind of tree is it? What is the tree looking like? Does it still have leaves?
A test for life in a tree is to scratch a little bit of the outer bark off the trunk and see what is under. Green and moist = still living. Brown and dry = defunct.
