I am not sure what kind this is so if someone could tell me that would be great.
Also if anyone has the information how often should it be watered and pruned or whatever else needs to be done. This is my first bonsai and I am not positive on what to do.

I agree that it is a Ficus. I'm not certain of the species but that is not a problem, at least in the short run as their culture is much the same. Please update your profile to indicate your location as it has more than a little bearing on how you should manage your tree.
Please remove all of the extraneous material from the surface of the soil. The larger stones do nothing for the tree. The moss and the, presumably, glued on top dressing can cause problems. They will interfere with the evaluation of the soil and inhibit proper watering. After you have removed all of the foo-foo post another picture of the soil, a bit larger if you are able.

That has potental to be a really nice little Ficus

However, I am really curious if some long slender branches were pulled down and 'tied' by nebari (if you can call it that) to make it look like aerial roots - something just does not look right with that, IMO, like gravity took the day off and let things 'curve'
Are those rocks (the 'carpet of rock) glued on there? If so, its likely horrid underneath...
It is likely screaming-out for a repotting, though, huh, Norm?

Aother question: is that dirt there as clay-like, or as water-retentive as it appears? Like regular ol' poting soil? If you were to take a handful and squish it in your hand, would it stay in a dense 'clump', kinda like clayish dirt does? If so, need to change it out
I'll (we'll, that is) await the answer as to the soil's 'character' as to help ya with what to do next, OK? It is that important, trust me, OK?

When I picked up the soil it did stick together. Someone who doesnt know much about bonsai's told me that my pot might be too shallow because the roots are sorta sticking out the top(thoughts? 
) Also I am not sure on what kind of soil to buy or what kind of fertilizer I should use. I guess I could look up this info but it would be greatly appreciated if you knew the info off hand.

OK - you have some reading to do Really simple stuff, though, and it'll keep me from typing all night, LOL...
You want to make (or get) some soil that is *not* going to clump, which makes for waaaay too much water-retentivity. Make sense? Go to www.evergreengardenworks.com/articles.htm and read up most everything there. It *will* give ya a much better idea of what we mean by loose/gritty/airy soil. Why repeat info that Brent (above url's 'owner') has so well spelled out for us to learn from?
When you get through those 'articles', or at least most of them, be glad to clarify and such for you. And if those roots *are* truly packed in there, you'll be wanting to repot it pretty soon. So make sure you get the gist of the 'theory' of the soils, and it all comes together really nicely after that - I promise

I too think that this glorious tree is a bonsai tree, and indeed is a ficus. If taken care of correctly will be very beautiful. Living in the North East you should try and keep it well watered especially in the winter due to the climate your heating system produces will make the soil less damp.
