Identification? I think it's a Ligustrum

I was told this was a ligustrum but I am not sure. If it is I wonder which variety? I also discovered this morning that it had little tiny white things clustered together, like some kind of fungus or something. I moved it to a shaded but good light area and this was the result. I put her back in full sun today and sprayed ferilome 311. Any advised or ?

It is difficult to tell from that picture [For my eyes] More/closer foliage shots would be helpful.

I am curious...Why is your 'location' listed as a commercial site?
