Pruning and Repotting

I was wondering when will it be a good time to repot my Fukien Tea. Should I wait till it grows more leaves, or do I have to wait for a certain time of the year? I live in Louisiana. The days are warm right now but the nights are still chilly.
Also, on the image I have highlighted circles of branches I want to prune. They're pretty thick. They were like that when I got the tree. How would I go about removing them without killing my tree, or should I just leave them alone?

Sorry, this is a species that I have zero experience with. Hopefully someone else can offer some tips. Have you remove the horrible glued on rocks yet?
