fir bonzai, nodules on branches and no new growth,

I have a 40 yr old fir tree about 2 ft tall, for last few years there is formation of nodules on all the branches , and there is almost no new growth every year, I need help on how to treat this problem, so far there has been very little dying of the branches.
the nodules are about 1/2 inch in diameter, soft pulpy centers, not much pitch inside

Thanks for your reply.

Yes it is fertilized regularly, growth is abnormal nodules may be galls
it is fully around the twig and about 1/2 in diameter.
I am looking for a cure as I think it will eventually kill the plant
