Jeff,
Hello and welcome to the forum. Diagnosing problems long distance is difficult and you have not really given us a lot of information.

You're not by any chance keeping them inside are you? I don't have extensive experience with Pines, but over the winter I have been keeping mine in an unheated garage where they enter their necessary dormancy.
During this time they will be watered, but not with the same frequency as other times of the year so take that into consideration. Is this your first winter with them? Are they twins, in other words are they potted in the same medium and been handled similarly? Any differences between the two might provide a clue.
Perhaps someone else can offer more, especially if you can provide more details.
