When is it time to repot? If I looked correctly, it is when the roots are growing out of the drainage holes? If not, what is a safe way to see when I should repot?
{I know that I have asked something like this, just clarifiying}
PS. sorry
AGAIN ps. {I know I sometimes ask stupid questions. just nervous about making my tree happy}

japanpsyhic,
Is this about the Fukien Tea that you just received?

While I have some concerns about the soil it is currently potted in, re-potting so soon could be a blunder. It was probably re-potted shortly before it was shipped, that is why the rocks were glued on, to stabilize a freshly potted tree for shipping.
