What are some good sites with cheap bonsai tools? And I mean CHEAP. Not like $20 per tool. CHEAP.

If you are unable or unwilling to spend $20.00 on a bonsai tool may I be so bold as to suggest that you do not purchase any proper bonsai tools at this time.
Most enthusiasts would suggest a pair of concave cutters as a first purchase, ($30.00 - $40.00 for an entry level pair) but a good case could be made that the beginner would be better served with a decent pair of shears, or pointed scissors. These need not be 'bonsai specific' tools, a sharp pair of pointed scissors will go a long way toward your early requirements. Many other tools can be improvised or adapted from other purposes.
If this does not sound like sound advice perhaps you would consider listing what tools you believe you require.
