Rose Growth Looks Peculiar - Why?

My roses have been pruned, sprayed and fertilized. Have also put down compost. But the new growth looks very peculiar. Could this be as a bit too much feed or possibly very warm then cold weather. Hows do I fix the problem.

What do you mean by peculiar? Confused Pictures would be even better. Maybe then we can help determine if there is a problem with the new growth. Thanks. Smile
