I used to pile mulch on some mopheads so no reason why not to use early snows. Snow is a very good insulator. Try it and post the results.

In snowy NH, I used to deadhead the blooms of reblooming macrophyllas, smooth hydrangeas and paniculatas as soon as they browned out in order to minimize stem breakage. You could also switch to some the very compact oakleaf cultivars. Shorter in height cultivars had less breakage.

I would wait until the plant goes dormant, the leaves and the blooms fall (deadhead the blooms in the Fall 2021). Yes, you can bring it inside to bright indirect light and water it when the soil feels dry. Keep it away from a/c and heat vents if you can as they will dry it out more. It is too tender in my area so I just buy a new one every year. Bring it inside once temps go down close to 50F.

Hard to say but since the roots were unaffected, there is a good chance it will recover, albeit not quickly. This would be the same thing as if the shrub had been hit by a late frost that killed the leaves or even the stems... in several weeks or a month or so, the shrub would generate new growth fr...
