peonie pest? problem

Hi we live in tulsa OK and are having a problem with somthing taking off the heads of our peonies! This problem started last year and the buds of the peonies are being (chewed?) off before blooming. It really dosn't look all that chewed and no insects seem to be present. Any suggestions???

Probably some animal of the four legged variety, do you have deer or rabbits? A fence works the best, you can also buy sprinklers that will shoot a jet of water at the culprit and scare them away.

You can try spreading pepper around the plants as well. Some use Cayenne but, that is really hard on animals mucus membranes so, I recommend black pepper.
