Freeze damage Valencia with light green leaves on one side

My 15 year old Valencia survived the Texas arctic vortex freeze a couple of years ago exposed to 16F temperature for 12+ hours. Few trees oranges survived here. Only wrapped base in towel. Now I have normal but somewhat light growth on one side (15 oranges this year with pre-freeze production dozens of oranges). The other side of the tree has some growth, but the leaves are light green-yellowish and split bark on trunk on other side. What are the light green leaves? Can anything be done to recover the side. I know no reason why one side handled the freeze better.
