Jactwin Love Rose

I have a three year old Love rose in my garden. It did fabulously it's first summer, blooms all summer long. The last two summers it has chosen to simply grow green out of control. Last year I let it go, hoping blooms would eventually appear. This year I got out the trimmers and gave it a haircut, but it still sends out gangly shoots that appear almost overnight. I've tried fertilizers (not after the end of July, of course), bone meal, and it's in the full sun the garden center requested. Any ideas? It's driving me crazy!!

Hello,

You probably can check if the new shoots are under the grafted union. If they are, your rose might probably be died in winter and the grafted port has taken over.
