New house... Rosebushes 8 ft high!! Help

I just moved into a new house and the rose bushes are 8ft high or more. the lower part has nothing on it, and the tops are very shaggy and blooming... is there anything I can do to coax these guys to grow lower and flower closer to the ground?

I've never dealt with roses before so I've got no idea!! Thanks for the help!!
