My Knock Out Rose bushes are getting eaten

I have two yellow knockout rose bushes in my back yard that get direct sun and ample watering which has produced great flowers for the past two years. They started out well this year but last night I went back there to water them and the leaves look like they have been eaten out of their shell. The only thing left is the outlines of the leaves. The entire bush is like that. Can anyone tell me what happened and how I can fix it? I was thinking about rose dust and trying it. Any ideas?????

It could be caused by Japanese Beetles or other pests in the larval stage. You will need to identify them during the day and night before you can apply an appropriate control.
