pruning rose bush with too tall main cane

Hello,

I bought repeat bloom shrub style rose bushes 2 years ago and did no pruning. Now all the blooms are on branches that are growing out of one quite tall main cane, instead of being closer to the ground.

Is this a correctable situation? I'm afraid to cut everything off and hard prune the main cane, as it has no leaves on it at all.

If I just prune back the blooming canes, will that encourage growth from the bottom of the main cane?
