Need help with identification of a low plant/ground cover

A friend asked me to help identify this plant/ground cover. All I have is her phone photo. Hope someone can figure it out. Was thinking maybe southern wormwood, but not quite right. Thanks.

Oooh! I was *thinking* those growing tips looked like euphorbia, but the mossy-looking lower leaves were throwing me off. I even doubted if they were on the same plant ...but the close up view obviously showed they were. 8)

A bit unusual Euphorbia, but well known plant which grow all around ;)
