Greenhouse vs Top-Only to keep frost off plants

I'm wondering if anyone has any info about applications where a top-only would be preferred? My first greenhouse has shelves to utilize space, but I quickly learned the plants on the ground did better than the ones on the shelves and so in general - keeping the root mass from freezing is the primary goal.

I'm in zone 7, for large container plants that really should go indoors, might a simple white plastic roof to keep the frost off them be a good choice?

I'm sorry no one has been able to answer your question while I was away. I recommend approaching Johnny's Selected Seeds, in Maine, for advice on growing veggies/plants in cold conditions. They have a wide assortment of season-extending row covers, portable/breakdown hoop houses, and the like.
