Can somebody please tell me which flower plant is this in my garden? Also can I prune this now? Spring in northern England.

I'm not sure. But the time to prune spring blooming shrubs is within a month of when they quit blooming.

And you are going to want to do some corrective pruning. The correct way to prune shrubs is wider at the bottom:

When they are allowed to be wider at the top, the top shades out the bottom and the leaves die, and you get all those bare sticks at the bottom as yours is showing.

It may take you a couple seasons to get its shape reversed.
