White Spots on my Basil

What is happening to my basil? I planted my seedlings and transported them outside and this happened... Is it because temperatures are in the 50s at night and it has been windy? or is it bacterial/fungal?

It looks like thrips. They are not hard to kill but they are hard to control.

Almost anything that works to control them will kill their predators. Thrips also have many hosts so you have to treat everything not just the basil. Even if you get good knockdown with pesticides you end up on the pesticide treadmill where you have to keep treating because you have killed off all of the predators that would otherwise have limited the damage. You also will have to find something that lists basil. Most herbs are not going going to be listed on pesticide labels.

Thank you! For now I will be spraying with Neem Oil.
