When to transplant catnip? *pics*

I am new to all this gardening stuff. I have no clue how to do this and when to tell when its time.

I planted this cat nip 3 weeks ago. When and how do I move to larger containers and how many plants per pot can I do? I am not planning to plant it in the ground but rather eventually have it in a large pot outside for the summer so I can harvest it and use it for my cat toys and my tea.

Then these on the paper towel

and heres the pots I have that they can go in until they are ready for a bigger pot outside

or I have Jiffy pots

My goal is to eventually get all of the cat nip into a 10 inch plastic pot and possibly a long planter. But I am going to end up with 20 plants and I don't want 20 planters hanging around how many could I fit into a 10 inch plastic pot?

Those are tiny babies. I would let them grow out until they have at least two pair of true leaves and are looking a little sturdier, before you transplant them.

Okay I can do that. I was just worried about the level of dirt in the white container. Theres only about an inch of dirt. The two set of leaves on there now..one is the first leaves and the other is the first set of true leaves?
