First Time with Raspberries

My neighbor gave me a couple of raspberry shoots and I'm not sure what I should be doing with them. Hers have started budding, but only one of mine even shows any sign of a tiny bud. Can anyone tell me what this means and am I supposed to be doing it?

Remove unwanted sucker growth in raspberries when new shoots are about a foot tall.

Here is what is going on with my Raspberry bush now. It looks like there are three new shoots - 2 with leaves on them. Is that right?

Yep, new growth comes up from the root area on new plants.
