Snow Melted. What to Do with Mossy Algae Soil?

Hey there, I'm not really sure what I should do, this is my first year gardening and the snow has finally melted but theres this mossy kind of algae on top of all the soil now....
should I remove that soil? or maybe just till it in really well?

any help would be appreciated

I would just take a shovel and turn the soil over. The more life in the soil the better. Once things warm up a bit, you can start planting. Maybe work some manure into the soil now. as well.
